Do mesmo modo que enviei um e-mail para o Deputado Moreira Mendes, fiz o mesmo para a Senadora Marina Silva, na minha opinião uma das pessoas com maior espertize em questões ambientais. Bem, não estou mais esperando respostas para meus e-mails, nem muito menos quero mudar o tópico para os últimos acontecimentos no RJ, sobre a invasão da polícia e exército aos morros da Vila Cruzeiro e Alemão.
Ilma. Sra. Senadora Marina Silva,
Primeiramente gostaria de lhe parabenizar pelo desempenho nessa última eleição para presidente. Particularmente votei na senhora. O motivo o qual estou escrevendo é por meu interesse nas questões ambientais e vejo a sra. como uma das pessoas mais qualificadas e esclarecidas sobre o assunto. Como cidadão venho notando grande polêmica a respeito tanto da Lei original nº 9.605/98, quando do projeto de Lei 1.876 de 1999. Agricultores acusam a lei de enfraquecer a produção rural do país e prejudicar o homem do campo. Os ambientalistas repudiam a reforma na lei, principalmente no que diz respeito ao perdão dos crimes ambientais cometidos até Julho de 2008.
Particularmente acho que o maior problema da legislação ambiental é a morosidade dos processos que envolvem o meio ambiente. Há ainda muita burocracia para aprovação e estudo desses projetos. Essa demora no feedback faz com que agricultores desacreditem na lei e por consequência implementem seus projetos com diversas falhas. Tivemos recentemente um exemplo disso com a empresa Natura, que foi multada por uso da fauna sem autorização do órgão responsável. A empresa diz que não pode esperar dois anos por uma autorização de pesquisa do CGen. "Dois anos é o ciclo de vida de um produto no mercado".
Acho que o ambientalismo ganharia uma força muito maior com a simples agilização desses processos que envolvem projetos ambientais. Seriam mais bem aceitos pelos próprios agricultores e seria bom para economia do país. Na opinião de Vsa. Excelência, tem um certo fundamento essa agilidade dos órgãos competentes ou não faria diferença?

As the same way that I sent an e-mail to Mr. Moreira Mendes questioning about environment issues, I also sent one to the Senator Mrs. Marina Silva. In my opinion she's one of those with higher knowledge on environmental issues. Well, I'm not waiting a replay for my mails anymore, neither I want to talk about the recent events at Rio de Janeiro, where police and army forces invaded the slums to take out the drug dealers.

First of all I would like to congratulate you for the great performance on this last president elections. I was one of those which voted on you. The reason that I'm writing you is my interest about environment issues and I find you one of most qualified and informed person about the topic. As a citizen I have been noticing a lot of polemic around the Law no. 9.605/98 and the projects of Law 1.876 from 1999. Farms accuse the government of reducing the agriculture production in the country, penalizing the farm man. Environmentalists repudiate the reform on the law, mainly when about forgiveness of the environmental crimes did before 2008, July.
Particularly I think that the great problem on the actual environmental legislature is the slowness on the processes involving environment changes. There's a lot of bureaucracy to approve and analyze those projects. This slow on a feedback time makes farmers discredit the law and in consequence they implement their projects with several failures. Recently we had an example when the company Natura was charged by the utilization of the environment without the authorization of the responsible organization. The company says that they can't wait for two years to have the authorization for researches from the CGen (Genetic Researches Center). "Two years is the life cycle of a product on the market. We can't wait so long".
I think that the environmentalism would gain a lot of strength just in making those projects involving environment run faster. It would be well approved by the farmers their selves and it would be also good to our economy. In the opinion of Your Excellency, the agility of the process by the corresponding organizations would be a difference?
I really appreciate if Your Excellency could give some attention to this question.
