Pelos Poderes da Petrobras! Eu tenho o Pre Sal!!!
Já que toquei no assunto Petrobrás no post anterior, pergunto: o que aconteceu de fato com a CPI da Petrobrás? Em Maio do ano passado o PSDB com uma manobra samurai do 3o. Dan instaurou uma CPI para apurar irregularidades na administração da estatal Petrobrás, a menina dos olhos de Lula. Obras bilionárias, superfaturamento, gestão temerária, sonegação de impostos, entre várias outras acusações como manipulação dos registros fiscais, justificadas por brechas na constituição:
Art. 4º O disposto no art. 4º da Lei nº 9.718, de 1998, em sua versão original, aplica-se, exclusivamente, em relação às vendas de gasolinas, exceto gasolina de aviação, óleo diesel e gás liquefeito de petróleo - GLP.
Parágrafo único. Nas vendas de óleo diesel, ocorridas a partir de 1º de fevereiro de 1999, o fator de multiplicação previsto no parágrafo único do art. 4º da Lei nº 9.718, de 1998, em sua versão original, fica reduzido de quatro para três inteiros e trinta e três centésimos.
Coisa vai e coisa vem tentando varrer a coisa pra debaixo do tapete eis que surgiu o PréSal no fim do túnel! Fontes internas da própria estatal que por razões óbvias não posso revelar me informaram que o "vazamento" da descoberta da camada PréSal foi proposital e feito pela própria estatal. Ora, sentido faz, pois logo veio o Bum das ações da Petrobrás e o ninguém falava em outra coisa, como se a CPI fosse apenas um sonho ruim. Uma informação que não podia ter chegado (ou vazado, como reza a lenda) em hora mais providencial.
Com isso em vez de multas e punições o que ocorreu foi justamente o inverso: foram ampliados os poderes da Petrobras e a exclusividade, sem competição, para explorar o PréSal! Não foi por acaso que a CPI da Petrobrás foi esquecida e varrida para debaixo do meio de um tapete grande e pesado.

On May of the last year the party PSDB, with a samurai of the third Dan movement, established a commission to investigate irregularities at the company administration, the beloved president's company. Billionaire constructions, overbilling, fearing gestation, no payment of taxes, among many other charges as manipulation of the tax numbers, justified by some gaps on the constitution:

Sole paragraph. On the diesel selling, from February 1, 1999 until now, the multiplication factor foreseen at the sole paragraph of the Art. 4o. of the law no. 9.718, from 1998, in its original version, is reduced from four to three integers and thirty three cents.
Everything coming and going, trying to sweep the dust to under the carpet, so appeared the PreSal* at the end of the tunnel! Internal sources from the company, which for obvious reasons I can't tell who is, told me that the information "escape" about the discovery of the PreSal coat was deliberately and made by the company itself. There's a sense once that after this, the company papers value got incredible high and everybody were talking about this, as if the investigation was just a bad dream. The information wouldn't have come in a better time.
So, instead of the fines and punishment what happened was just the contrary: The company got its power stronger and got the exclusive rights, without any competition, to explore the PreSal. So wasn't by chance that the investigation was forgotten and swept under the middle of a big and heavy carpet.
*The Brazilian PreSal is a set of oil reserve, older than the salt coat under the earth crusts, found at Northeast and South of Brazil.

It's good to know that my country is not the only one with embarrassing scandals. Have you tried cashing a check from the state of Connecticut lately? It's probably easier to become a brain surgeon.
